<p dir="ltr">As part of efforts to improve ease of doing business, the Cochin Port Trust (CPT) has introduced online berthing facility for vessels under instructions from the Union Ministry of Shipping.</p>
<p dir="ltr">“The trial on the facility has been successfully completed,” declared chairman of Cochin Port Trust G. Senthilvel here on Saturday in a statement issued to the press. The statement said online berthing facility, which started on July 20, was now available for all the berths in the port.</p>
<p dir="ltr">The introduction of the online system ends the era of berth meetings at the port offices and berths would from now on be allotted on the basis of online applications in the electronic mode.</p>
<p dir="ltr">The Port statement said the new facility would improve transparency, save time for the customers as they need not attend the berth meetings.</p>
<p dir="ltr">The port authority has stopped berth meetings with the commissioning of the new system.</p>
<p dir="ltr">New equipment</p>
<p dir="ltr">Meanwhile, the port authority has commissioned a new heavy duty reach stacker. The new equipment has the maximum capacity of 45 tonnes, which can be used to handle containers stacked up to five levels. The equipment is “highly advanced” and has the facility of spreader rotation in 360 degrees, side shifting in both the directions and telescopic boom extension up to 19.5 metres. It can handle both 20-foot and 40-foot containers.</p>
<p dir="ltr">The reach stacker was manufactured by Tractors India Limited, Kolkata, in technical collaboration with Hyster of the United States. The equipment cost the Port Trust Rs.2,34,20,938.</p>
<p dir="ltr">The addition of the new equipment in the fleet of container handling system ensures that the containers handled at the container freight station (CFS) are serviced without any delay and with more efficiency.</p>

With the Galex service, on the one hand, Kochi will return into the fray with a focused approach on transshipment, and become a state-of-the-Art transshipment hub. On the other hand, Galex is the first ever Far East carrier service to embrace Kochi, creating feeder connectivity to the East Coast,”<br /><br />However, for Kochi Port, the new service also means additional expenses on dredging. The development comes in the backdrop of non-major ports eating into the share of major ports. "There is no parity in the regulation mechanism between the major port trusts and the non-major ports.</span><br />

Whilst tariffs of major port trusts are regulated following cost plus return approach, non-major port trusts do not fall under tariff regulation. A need is, therefore, felt to give flexibility to the major port trusts to react to the market forces," the Shipping Ministry has said.</div>
<div style="border: 0px; color: #404040; font-family: Arial; font-size: 13px; line-height: 18px; margin-bottom: 15px; padding: 0px;">
Seeking comments from stakeholders on 'Revised Guidelines for Determination of Tariff for Major Ports, 2014', the Ministry has said the reference scale of rates (RSOR) for commodity/containers, vessel-related services and various miscellaneous services or combination of services as the case may be, shall be notified by <a href="http://economictimes.indiatimes.com/topic/TAMP" style="border: 0px; color: #336797; margin: 0px 0px 10px; padding: 0px; text-decoration: none;">TAMP</a> (Tariff Authority for Major Ports) for each major port trust."</div>
<div style="border: 0px; color: #404040; font-family: Arial; font-size: 13px; line-height: 18px; margin-bottom: 15px; padding: 0px;">
It said for the purpose of proposing reference scale of rates, the major port trusts will first draw base scale of rates covering tariff for all cargo/commodity/container handling services, vessel-related services and miscellaneous services other than estate-related charges.</div>
<div style="border: 0px; color: #404040; font-family: Arial; font-size: 13px; line-height: 18px; margin-bottom: 15px; padding: 0px;">
"Based on the average annual revenue requirement and taking into account the traffic, the major port trust will have the flexibility to adjust the existing rates subject to a maximum tariff hike of 35 per cent and draw the BSOR within the ceiling annual revenue requirement," the new guidelines said.</div>

To start with, McLean would load complete trucks onto ships, in order to transport them as close as possible to their destination. The development of standardized containers and trailers, moved by tractors, made it possible to ship just the trailers with the containers, so saving on space and costs. <br />
This will be the first time FCI would be moving foodgrains in containers by sea, the company said in a notice to the stock exchanges.more economical<br />
<br />
When contacted, K. V. Thomas, Union Minister of State for Food and Public Distribution, told Business Line that earlier these consignments were transported through rail wagons and non availability of 40-rake wagons forced the FCI to look for alternative methods. Besides, movement by sea would be more economical, he said.<br />
<br />
This will also be a major boost to the Kerala’s efforts to promote coastal shipping, he said. Shreyas Relay Systems Ltd, a subsidiary of Shreays Shipping, will execute the contract for multimodal handling and transportation of foodgrains, mainly rice from Kakinada to Kochi. The company plans to deploy a 400 TEU container vessel and have at least three voyages a month, said a company official.<br />
<br />
“For the return trip, we plan to pick up cargo from Gujarat that can be transhipped to Vallarpadam terminal in Kochi via Chennai,” the official said.<br />
<br />
A senior FCI official here said the movement of foodgrains by sea is expected to start by the first week of February. The monthly volume might go up to 30,000 tonnes a month depending o<br />
n the availability of containers.<br />
<br />
Transit loss<br />
<br />
Besides coastal movement being cheaper, carrying foodgrains in containers will reduce transit loss and damages. Containerised cargo can also be delivered at the door step of the FCI designated depots in a seamless manner and the movement of containers can be tracked throughout, the official added.<br />
<br />
According to the official, Kollam port would be included in the next phase for handling the cargo, based on the success in Kochi. The Government wanted minimum demurrage while handling the cargo. There are also plans to link other minor ports such as Vizhinjam, Beypore and Azheekal in this venture, as a study team constituted by the State Government had given its nod in favour of this.<br />
<br />
Export hub<br />
<br />
The Government also plans to make Kochi port an export hub for rice and wheat shortly, he added.<br />
<br />
An official from DP World which runs the Vallarpadam terminal in Kochi, said the commencement of this coastal service would add the terminal throughput by another 1,500 TEUs per month from the existing 30,000 TEUs.<br />
<br />
Moreover, it will definitely enhance the connectivity and frequency to other East Coast ports, thereby making Vallarpadam an ideal transhipment hub for cargo originating from India or landing up in Indian ports.</div>

The connectivity between major Indian ports in the East and West coasts linking ICTT Vallarpadam has become a reality with the starting of a coastal container service.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">

<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
The company had already started a regular service to ICTT from all the West Coast ports.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
A senior port official told <i style="outline: none;">Business Line</i> that connectivity to other Indian ports from ICTT was highlighted as a critical shortcoming in the emergence of ICTT as a hub transhipment port for India.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
This is because the nascent Indian coastal container shipping with the presence of 11 operational vessels were not providing sufficient linkage to the ICTT, prompting the Shipping Ministry to extend Cabotage waiver to the terminal in December last year, he said.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
However, this is the first time East Coast ports from Kolkata and West Coast ports to Mundra are connected by transhipping at Vallarpadam by this new service.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
The vessel OEL Victory had berthed at the terminal with containers from Kolkata, Visakhapatnam and Chennai ports recently.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
Shreyas also operates a separate service connecting ICTT to Tuticorin Port and back, making a double dip at ICTT to carry exports from Tuticorin and tranship them on a mainline from Kochi as well as tranship cashew import containers from Africa to Tuticorin.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
Earlier, ports on the East Coast were only connected to international ports such as Port Klang, Singapore and Colombo. However, with the introduction of this new coastal service, these ports are now connected between themselves, providing an opportunity to develop domestic business as well as facilities for transhipment of exim containers using the Vallarpadam terminal.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
With the connectivity established between Vallarpadam and other Indian ports on both the coasts, mainliners will now find it viable to meet their transhipment needs from the Indian subcontinent.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
This new service would also enable the trade to move containers by the sea mode at more economical rates than by road, thereby reducing congestion and saving fuel, he said.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
Last year, Colombo Port handled 43 lakh teus and transhipment constituted 32.17 lakh teus. Of this, transhipment from India was 20.9 lakh teus, comprising 10.45 lakh teus from South India, mainly from Chennai, Visakhapatnam and Tuticorin.</div>
<div class="body" style="background-color: white; color: #3b3a39; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 16px; margin-bottom: 20px; outline: none;">
Given this scenario, the official said the new service would make available more South India containers to Vallarpadam.</div>

Referring to the efforts in achieving self-reliance in warship design and production, the Defence Minister pointed out that only a few advanced countries in the world have the capability to design and build aircraft carriers. “Launching the indigenous aircraft carrier marks just the first step in a long journey, but at the same time an important one,” Antony said. In the coming 5-10 years India could become the third or fourth biggest economy in the world, he said. Underlining the need for a vigilant Navy to defend the mainland, islands, off-shore assets, EEZs and sea lines of communication, Antony said India should continue strengthening its indigenous capability towards securing maritime interests. The Navy must continue to maintain high operational readiness to ward off any misadventure against national interests, he pointed out. “The country’s warship building programme must meet the Navy’s force level requirements. Over the years, the Navy has made a distinct shift from a buyer’s Navy to a builder’s Navy”, he pointed out. In a note of appreciation towards the Cochin Shipyard’s efforts, the Defence Minister asked CSL to keep to the timeline regarding the further production and delivery of the aircraft carrier</span></b></span></span></div>

Mitsui O.S.K. Lines (MOL) reports today that the a fire has broken out on the rear end of the fore part of the vessel at around 0030UTC (0930 JST) on July 6.</div>

The <a href="http://economictimes.indiatimes.com/topic/Union-shipping" pg="asTopicL1" style="background-color: transparent; color: #024d99; margin: 0px; outline: 0px; padding: 0px; text-decoration: none; vertical-align: baseline;">Union shipping</a> ministry is set to deregulate tariff at major ports in the coming month as the ministry looks to boost investment in the port sector.</div>
<div style="background-color: white; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 24px; outline: 0px; padding: 0px; text-align: justify; vertical-align: baseline;">
Currently, port projects set up after April 1 this year are allowed to set market regulated tariff while the <a href="http://economictimes.indiatimes.com/topic/Tariff-Authority-for-Major-Ports" pg="asTopicL1" style="background-color: transparent; color: #024d99; margin: 0px; outline: 0px; padding: 0px; text-decoration: none; vertical-align: baseline;">Tariff Authority for Major Ports</a>or TAMP decides the tariff to be charged across major ports in the country for projects awarded prior to April this year.</div>
<div style="background-color: white; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 24px; outline: 0px; padding: 0px; text-align: justify; vertical-align: baseline;">
<a href="http://economictimes.indiatimes.com/topic/The-move" pg="asTopicL1" style="background-color: transparent; color: #024d99; margin: 0px; outline: 0px; padding: 0px; text-decoration: none; vertical-align: baseline;">The move</a> assumes significance as private operators will be allowed to fix market regulated tariff unlike the earlier regime when the Tariff authority fixed rates. TAMP often cut rates across facilities operated by port operators affecting their revenue.</div>
<div style="background-color: white; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 24px; outline: 0px; padding: 0px; text-align: justify; vertical-align: baseline;">
"A move to deregulate tariff will always help bring in investments. Private sector <a href="http://economictimes.indiatimes.com/topic/investments" pg="asTopicL1" style="background-color: transparent; color: #024d99; margin: 0px; outline: 0px; padding: 0px; text-decoration: none; vertical-align: baseline;">investments</a>in the sector has been affected as port operators believe that their investments will be stuck and their earnings affected. This will send out a strong signal," said an analyst at a leading consultancy firm.</div>
<div style="background-color: white; outline: 0px; padding: 0px; vertical-align: baseline;">
</div>
<div style="font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 24px; text-align: justify;">
The move to deregulate tariff for all port projects in the country comes at a time when the port sector has been grappling to attract investment from private sector companies and has seen very little investments in the past few years. "We have realised that the tariff regime is one of the most important reasons for the slowdown in investment.</div>
<div style="text-align: justify;">
<span style="font-family: Arial, Helvetica, sans-serif; line-height: 24px;"><br /></span></div>
<span style="font-family: Arial, Helvetica, sans-serif; line-height: 24px;"><div style="text-align: justify;">
The ministry will now come out with a new regulation regarding tariff regime and we have consulted with all the private port operators," Union Shipping Minister GK Vasan said. The Tariff authority currently fix the tariff to be charged by port operators across the major ports and port operators have been at loggerheads with TAMP over the rates.</div>
</span><div style="text-align: justify;">
<br /></div>
<span style="font-family: Arial, Helvetica, sans-serif; line-height: 24px;"><div style="text-align: justify;">
Private port operators including DP world and APM Terminals have also challenged the decision by TAMP to cut rates at their facilities in the past. According to the PPP model, private port operators have to share a certain percentage of their revenue with the port operators.</div>
</span><div style="text-align: justify;">
<br /></div>
<span style="font-family: Arial, Helvetica, sans-serif; line-height: 24px;"><div style="text-align: justify;">
The government had, in March, this year amended a policy regarding new port projects in the country when it deregulated tariff for projects set up after April 1. New projects including a container terminal to be set up at <a href="http://economictimes.indiatimes.com/topic/Jawaharlal-Nehru" pg="asTopicL1" style="background-color: transparent; color: #024d99; font-size: 16px; margin: 0px; outline: 0px; padding: 0px; text-decoration: none; vertical-align: baseline;">Jawaharlal Nehru</a> Port Trust will fall under this category.</div>
</span><br />
<div style="background-color: white; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 24px; outline: 0px; padding: 0px; text-align: justify; vertical-align: baseline;">
The ministry has already held discussions with all the private port operators in the country including APM Terminals and Dubai based DP world to decide on the tariff deregulations, Vasan added.</div>
<div style="background-color: white; outline: 0px; padding: 0px; vertical-align: baseline;">
</div>
<div style="font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 24px; text-align: justify;">
Meanwhile, the deregulation of the tariff for new projects has also helped Jawaharlal Nehru Port Trust attract interest from private port operators as the port has seen bids from as many as 8 operators for the construction of a mega container terminal worth more than 8,000 crore.</div>
<div style="text-align: justify;">
<span style="font-family: Arial, Helvetica, sans-serif; line-height: 24px;"><br /></span></div>
<span style="font-family: Arial, Helvetica, sans-serif; line-height: 24px;"><div style="text-align: justify;">
Companies including Adani, DP world and Port of <a href="http://economictimes.indiatimes.com/topic/Singapore-Authority" pg="asTopicL1" style="background-color: transparent; color: #024d99; font-size: 16px; margin: 0px; outline: 0px; padding: 0px; text-decoration: none; vertical-align: baseline;">Singapore Authority</a> have so far bid for the project. Vasan also added that his ministry is now looking at implementing many of the port projects which has been delayed due to various reasons and has said that the deregulation will be a game-changer for the industry.</div>
</span><br />
<div style="background-color: white; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 24px; outline: 0px; padding: 0px; text-align: justify; vertical-align: baseline;">
Meanwhile, commenting on the health of the Union government-controlled Shipping Corporation of India, the minister added that a decision regarding a chairman for the company will be taken soon and the ministry is seriously looking into a health of the company.</div>
<div style="background-color: white; font-family: Arial, Helvetica, sans-serif; font-size: 16px; line-height: 24px; outline: 0px; padding: 0px; text-align: justify; vertical-align: baseline;">
"We believe Shipping Corporation of India is doing fine. I am personally looking into the company and we will do everything to help the company revive and we are certain that SCI will make profits this year," Vasan added.</div>

Mitsui O.S.K. Lines (MOL) has announced that the towing line has been reconnected to the fore section of the MOL Comfort and the tow has resumed. <br />
<span style="background-color: white; color: #333333; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 23.0625px; orphans: 4;"><br /></span>

<div style="background-color: white; border: 0px; color: #333333; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 23.0625px; margin-bottom: 1.6em; margin-top: 1.6em; orphans: 4; outline: 0px; padding: 0px; vertical-align: baseline;">
The veteran tugboat sailor Paul Berdy notes that, “When you make up the tow from a salvage operation, the tow points don’t actually exist, so you’re kind of shooting from the hip. It’s not like you have ABS-inspected towing bits installed on the vessel, so you’re rigging on the spot to make this happen.”</div>
<div class="separator" style="clear: both; text-align: center;">

<div style="background-color: white; border: 0px; color: #333333; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 23.0625px; margin-bottom: 1.6em; margin-top: 1.6em; orphans: 4; outline: 0px; padding: 0px; vertical-align: baseline;">
<br /></div>
<div style="background-color: white; border: 0px; color: #333333; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 23.0625px; margin-bottom: 1.6em; margin-top: 1.6em; orphans: 4; outline: 0px; padding: 0px; vertical-align: baseline;">
MOL didn’t mention how or where the towing wire became disconnected, but Berdy brings up a valid point. The fore-part of the MOL Comfort is being pulled from it’s stern, if you can really call it that, which is really nothing more than a bulkhead that used to be inside the ship.</div>
<div style="background-color: white; border: 0px; color: #333333; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 23.0625px; margin-bottom: 1.6em; margin-top: 1.6em; orphans: 4; outline: 0px; padding: 0px; vertical-align: baseline;">
At first glance, it seems odd that the salvors chose to tow the ship backwards, but it’s likely that the bow, in its present downward trim, is likely acting more like a rudder. Towing the ship from the bow, with the stern out of the water, may likely make the ship extremely difficult to maneuver in a straight line.</div>
<div style="background-color: white; border: 0px; color: #333333; font-family: Georgia, 'Times New Roman', Times, serif; font-size: 14px; line-height: 23.0625px; margin-bottom: 1.6em; margin-top: 1.6em; orphans: 4; outline: 0px; padding: 0px; vertical-align: baseline;">
Now the tow is traveling at a speed of about 2 knots.At that speed, they’ll reach Salalah, Oman (845 nautical miles away) in roughly 18 days .</div>

Maersk Line amends ‘FEW1′ rotation<br />
Maersk Line is to implement changes to the rotation of its Asia-West Africa service FEW1 (#417), effective in about a months’ time.<br />
The 2,506 teu charter vessel NEWYORKER is to inaugurate weekly eastbound calls in Bissau (Guinea-Bissau) and Cochin (India) on her next voyage from West Africa to South East Asia, respectively on 28 May and 6 July. The revised rotation stands as follows:<br />
Tanjung Pelepas, Lome, Onne, Douala, Bissau, Walvis Bay, Cochin, Port Kelang, Tanjung Pelepas.<br />
Maersk Line has allocated a generous berthing window to the loops new Bissau call and will allow the ships periods of up to five days in port, or waiting at to berth. Together with the new Cochin call, the changes are to stretch the service’s rotation from the present ten weeks to 12 or even 13 weeks. Details have yet to be determined as the new rotation stabilizes.<br />
Bissau is so far served by Portline (#2433) and by Maersk (#412). Both these loops connect the port to Portugal. The ‘FEW1′ will thus be the first direct connection between Guinea-Bissau and the Far East.<br />

Mitsui O.S.K. Lines (MOL) has reported that the aft section of the MOL Comfort has sunk near 14’26”N 66’26”E at 16:48 JST (11:48 Dubai time) on June 27. With a water depth of 4,000 meters, no further salvage of the ship will be possible due to the extreme ocean depth.<br />
<br />
MOL notes that about 1,700 containers and 1,500 metric tons of fuel oil sank with this section of the vessel. Some containers are confirmed floating near the site.<br />
<br />
It has been told that the stern began sinking at 1000 hrs (local time) when hatch 7 was breached. The vessel made a quick list and trim forward and to her starboard. Bright colored and black smoke were observed billowing from the section and, as a precaution, both vessels in the vicinity moved upwind away from the vessel.<br />

<br />
The fore part is being stably towed towards the arabian gulf.It's also reported that taking the ship into the Port of Salalah may be an option.<br />
<br />
"The incident is of great concern," said the Salalah port official. "This is the first time that a containership of this size, heavily laden with cargo, has broken in two."<br />

<br />
According to shipping-building industry experts, damage can be attributed to basic design and building flaws, a serious imbalance in the weight of the loaded containers due to false cargo weight declarations, and a faulty cargo plan or faulty ballasting in the containership.<br />
<br />
<br />
Earlier Report this morning, prior to sinking:<br />
<br />
Mitsui O.S.K. Lines (MOL) reports that the aft part of the vessel has yet to be taken under tow and is “rolling heavily in adverse weather,” and that an unknown number of containers have been lost and water ingress into the cargo hold is progressing.<br />
<br />
MOL notes that structural reinforcements will be added to the six other sister ships of the MOL Comfort at the earliest possible opportunity.<br />
<br />
“These vessels sufficiently fill the safety standard required by ClassNK in compliance to IACS, but we will conduct upgrade works to further strengthen the hull structure at the earliest timing. This will enhance the strength of the hull twice as much as the safety standard.”<br />
